Minato split it and sealed the dark half in him and the light half in Naruto. During the war Naruto gets the light half sucked out and Minato gives him the dark half. So is the 9tails chakra that is basically hax during the entire series only half of what could have been?

Naruto even now is still not on the level of Hashirama or Madara, and both Minato and Jiraiya are both WAAAAAAAY above the normal Kage level. As for Naruto's power, he would definitely be above and beyond the normal Kage level without the Nine Tails, but the Nine-Tails puts him on or slightly above the level of Minato or Nagato.
