The White House Office of Management and Budget on Wednesday rescinded a memo that froze federal grants and loans and created widespread confusion this week.

Several executive orders Trump signed last week pause or end some federal funding. Those executive orders, which remain in place, include the freezing of foreign aid, all funds to federal grantees who received money for DEI-related purposes and all funds appropriated through the Inflation Reduction Act.

The new memorandum, just two sentences long, will allow agencies to continue their normal operations after uncertainty over the impact of the initial directive caused widespread chaos across government. It followed a temporary injunction by a federal judge that prevented the original Office of Management and Budget memo from taking effect.

The Education Department said Trump’s freeze on federal aid will not affect federal Pell Grants and student loans.

White House press secretary Karoline Leavitt said that Social Security, Medicare and food stamps would not be affected by the decision to freeze federal aid.
