WASHINGTON, D.C. (7News) — U.S. Capitol Police have detained a man who had a bow and arrow near the Capitol in D.C. On Wednesday morning, officers saw an unusual vehicle at the 200 block of Pennsylvania Avenue, Northwest. The vehicle had a tri-cycle strapped to the roof.
