Federal regulators repeatedly granted appeals to remove Camp Mystic’s buildings from their 100-year flood map, as the camp operated and expanded in a dangerous flood plain.

At least 173 people are missing in Texas in the wake of the devastating flooding. The vast majority of the missing -- 161 people -- are in hard-hit Kerr County. Ten were reported missing in Travis County and another two are missing in Burnet County.
