yes, on leash. lots of folks walk their dogs there. in fact, there's an animal shelter nearby and people volunteer to walk those dogs on the greenway too

The main trail is paved blacktop, the bridges wooden. Wheelchair- and mobility-scooter-accessible. There are dirt trails also that might or might not work as well for these devices.
